Bug Description
Provider filter in the acq interfaces needs to be smarter. A critical part with long lists is that there should be a case insensitive contains string option.

We would like to see better filtering in the Funds admin interface too. In addition to it being case insensitive, it would be great if the 'contains' option didn't require the use of wildcard (%) to find the string.
