Bug Description
Idea arising from a conversation at the conference: it occurs to me that it might be useful to have a staff catalog search mode where records whose quality metric falls below a certain threshold were excluded from search results. This would be a way to encourage folks doing copy cataloging to attach their items to better records.

I don't think a record should ever be excluded from staff search results, especially if the item is available and on the shelf. To do so could lead to the title being unnecessarily ordered. It also would mean that a patron would not be provided a title they needed even though it is on the shelf.
How would you propose that not having it retrieve in a search would lead to the record being corrected? If it doesn't retrieve, there is no way for the staff person to know that it is on the shelf and that the record exists in order to report it.
Perhaps having the records below a set quality metric display in such a way that staff would be prompted to report the record for correction?
