Bug Description

When updating yakkety to zesty, the upgrade of python3-xapian1.3 to python3-xapian does not succeed; they have same files in the package and apt-xapian-index keeps the dependency on python3-xapian1.3 in place instead of automatically transitioning to python3-xapian.

This should be looked into for the `do-release-upgrade` script
