ControllerServices of upgrade test is not matching with the scenario001 roles-data

As per the discussion with Marios, TripleO does not officially support removal of services during a stack update. But the in gate-tripleo-ci-centos-7-scenario001-multinode-upgrades-nv, the deployment is done using roles_data[1] and the upgrade is done using the controller service [2]. As this upgrade list has some of the already deploy services not added, upgrade is failing when the service template is changed [3].

Both of this services list should match exactly. As of now fixing it locally, but we need to figure out a way to overcome this manual comparison and fixing.
