Add a dependency on ceilo collector so its restarted after ceilo-upgrade is done

Bug Description

We need to restart ceilometer collector once upgarde is done so the resources are pushed to gnocchi. This also ensures gnocchi is up and dispatcher is correctly loaded.

    Set a dependency on collector

    Its better to restart collector after the ceilo-upgrade is done
    so that the dispatchers are loaded and communicate with other
    services like gnocchi and panko and dispatch data. Otherwise
    user has to retsrat collector sometimes.
