Tempest test 'test_server_sequence_suspend_resume' fails

Detailed bug description:

The test [0] fails with

tempest.exceptions.BuildErrorException: Server 704b55fa-4c27-433c-9327-23feb360986b failed to build and is in ERROR status
Details: {u'message': u'Requested operation is not valid: domain is not running', u'code': 500, u'created': u'2017-04-04T11:44:19Z'}

Interesting details from compute and libvirtd logs [1]

Additional information:

 * with some time sleep between iterations (suspend+resume) the failed test will pass
 * The failure had appeared after merging of https://review.fuel-infra.org/#/c/32292/

 Mirantis OpenStack 7.0
 3 controller+mongo
 1 compute+cinder
 VLAN network segmentation
