Bug Description

1- Description: Ubuntu 14.04.4 LTS
2- Release: 14.04
3- I was hoping to update UBUNTU to version 16.04
4- You can not configure new software channels when "Upgrading UBUNTU to version 16.04"

I do not know what else to say. Is all the information that gives me.

Is there a solution or do I have to format the computer?
If I have to format the computer I would like to have a boot disk so I do not have to go through windows first, is it possible?
