lxd test doesn't work if the variables in conf are not set

Bug Description
If the LXD_TEMPLATE and LXD_ROOTFS vars in the conf file are not explicitly set, the LXD test fails, because it tries importing images called "None" (the default).
Happens because I forgot to add the precedence checks for the vars to ensure that we do download from the internet if they're not set.
