partman/mke2fs fails in d-i with a simple RAID1 config

Bug Description

Installer doesn't work (fails to mkfs a / filesystem) with manual editing of the
partition table.

Logs inbound.

As far as I'm aware, we don't support creating multiple partitions in a single
RAID set; you should use LVM to do that. It's a bug in the partman RAID
integration code that it lets you do that.

Thank you for the very detailed installer instructions.

I was able to follow them precisely, and to confirm that this step is no longer possible:
         ( RAID1 device #0 - 122.4 GB Software RAID device ) -->
        [ Create new empty partition table on this device? ] ( yes ) -->

When you select the RAID device in the installer, you are asked how you want to use it, and you are not allowed to create a new empty partition table on the device.
