Bug Description
In 17.04 clicking on the top of the window border for Ubuntu-Mate-Welcome screen causes the entire desktop to become unresponsive. This problem does not resolve on its own and is reproducible every time. The immediate solution is to reboot the machine hard or go into terminal and kill off X or restart the machine or X.

I can't reproduce this issue. I've tried right clicking the window border of Ubuntu MATE Welcome using every Window Manager, I can't recreate the error you've reported.
Please provide the exact steps to reproduce this issue.
