Configure live migrations in Administrator Guide: Link to wrong paragraph in config-reference

The link at the end of the KVM part points to a wrong paragraph at the config-reference. This should probably be #id24 instead of #id26

    Fix link to config-ref in admin-guide

    The link was pointing to a wrong paragraph
    in the config-reference page. The paragraph
    ids are to fragile in any way, so we shouldn't
    use them at all.
