Gnome - tray icons not working with touchscreen

Bug Description
The menu for the tray icons in the lower left corner of the screen can be opened with a touchscreen but the tray icons do not react to touchscreen input.

I was able to get the legacy tray icons to work on Ubuntu GNOME 17.04 with a touchscreen but it took a lot of tries to click on the very small button so that it would open the tray. I tested with the Steam app.
Would you be interested in filing a bug with GNOME about how it's very difficult to use the legacy tray with a touchscreen?
