"privacy > screen lock > disable" does not work

Bug Description

System:
ubuntu 16.10 (also occurred at 14.10, 15.04, 15.10 and 16.04)
GNOME desktop
nvidia-370 (also occurred with all recend nvidia drivers during last two years)
2 monitors

condition:
"settings > privacy > screen lock -- set to "disable"

expected behaviour:
after resume from suspend, my applications immediately are available

behaviour as it is:
monitors power up
my applications are available for a second
monitors power off
monitors power up again
password prompt
