Bug Description

When looking over the ha-guide-draft's intro-ha-key-concepts.html page, the 'Clusters and quorums' section is a little confusing. It is pacemaker specific without mentioning it and there are multiple types of clusters that may not be. May want to move the quorum bits over to the pacemaker section further in the docs. Maybe replace it with a couple of general sections described below. Or at least clarify that it is part of the active/passive solutions involving solutions like pacemaker.

# General Resource Management Clustering/HA

<describe the general id of what things like pacemaker, heartbeat, keepalived... applications do in and active/passive configuration to migration resources around such as ip addresses, storage, applications...>

# Application Specific Clusters/HA

Something along the lines of many applications have built-in clustering for built-in failover capabilities. These differ based on how each application handles things. This might include a mention of rabbitmq cluster, mysql galera, swift services and ceph. This could also include neutron agents as it has built-in vrrp/keepalived configs for routers and multiple dhcp interfaces.
