WIN32: OpenType fonts broken in 0.44

Bug Description

Under Windows XP in Inkscape 0.44 and 0.44-1 (latest
release installer) OpenType fonts installed in
C:\Windows\Fonts do not appear in the font picker
dialog and OpenType fonts in existing Inkscape SVGs do
not display (substituted for sans serif font), the same
happens when manually setting font-family through the
XML editor.

This occurs with OpenType fonts such as those in the
Adobe Font Folio or from ITC, with both ttf and otf
filename extensions.

Examining ~/.fonts.cache-1 the entries are up to date,
and include the OpenType fonts installed, though I
understand as of >0.43 it's not used. It doesn't appear
to be a caching problem as newly installed TrueType
fonts appear.

All fonts in question appear correctly in
Inkscape-0.43-2 and earlier, current versions of The
Gimp and standard Windows programs. The same fonts
appear correctly in Inkscape 0.44 running under Gentoo
Linux.
