Karbor containers restarting issue on providers.d/openstack-infra.conf file modification

Bug Description

In case of karbor-protection providers.d/openstack-infra.conf file modification, karbor-operationengine and karbor-api are restarted too.

Step to reproduce bug:
1. modify providers.d/openstack-infra.conf
2. kolla-ansible reconfigure

=> only karbor-protection container should be recreated but karbor-operationengine and karbor-api and are restarted too.

Karbor services restarting issue on conf update

    In case of karbor-protection providers.d/openstack-infra.conf config file modification,
