Bug Description

03/27/2017 09:49:16 AM [contrail-alarm-gen]: Exception TypeError in Alarm Processing. Arguments:
('list indices must be integers, not str',) : traceback Traceback (most recent call last):
  File "/usr/lib/python2.7/dist-packages/opserver/alarmgen.py", line 231, in process_alarms
    alarm.config(), uv, local_uve)
  File "/usr/lib/python2.7/dist-packages/opserver/alarmgen.py", line 483, in _evaluate_uve_for_alarms
    if self._compare_operand_vals(val1['value'],
TypeError: list indices must be integers, not str

This can happen if there is a discrepancy in the UVE, in which case the field would be a list of list.
