Bug Description
spyder 3.1.3 requires jedi = 0.9.0, but
(1) the strict dependency is not specified in the packages for spyder, and
(2) Ubuntu 17.04 upgraded jedi to 0.10.0.
As a result, Spyder shows a warning on startup that the dependency is missing, and functionality is affected (e.g. code completion).
This applies to both the Python 2 and Python 3 packages for spyder. I haven't found what spyder's upstream plans are for finishing jedi > 0.9.0 support.

This issue is fixed in the latest package in spyder/ 3.1.3+dfsg1- 2 available in Debian experimental. Consider pinging the Ubuntu MOTU to the packaging to this version.
