opstools documentation missing

I see we have had a fair cycle of opstools integration work done. ie

https://docs.openstack.org/developer/tripleo-docs/introduction/architecture.html#monitoring-the-overcloud says 'There are plans to add more operational tooling to the future release.'

How should services which need to integrate with say sensu or centralized logging is undocumented.

I see there is a need for opstools for debugging and monitoring for short and long term - ie reference to https://review.openstack.org/#/c/391951.
