Bug Description
When an edge is deleted between two entities (without the deletion of both the entities, meaning for example that the entity between an cinder.volume and a nova.instance is detached but both of them are active), then the edge is marked as is_deleted=true, but it is not deleted by the consistency enforcer after 10 minutes.
