[fuel-qa] Cannot deploy with custom repos

Detailed bug description:

For now the procedure of repos replacement is broken in fuel-qa (branch stable/mitaka).

if we want to deploy with custom repos we need to pass the env variable MIRROR_UBUNTU, but for now our custom repos will be not applied for bootstrap [0] and for cluster repos settings [1]
