Kubuntu Xenial current missing casper module in initrd

Bug Description

Latest images of Kubuntu does not have the casper module in the initrd.img system so persistent storage does not work. It appears to have been this way for a few months.

drops to busybox with persistent listed in boot options and using debug= shows the casper module can't be found.

I've now tested Ubuntu 16.04.2 also and it results in the same:
 /cow format specified as overlay and no support found

I'm using Customizer-gui to rebuild the iso after adding "overlay" to /usr/share/initramfs-tools/modules.

That fixed it in Kubuntu 16.04.02 so it's probable it's the solution in default Ubuntu 16.04.02.

This worked in the December 30 2016 current live snapshot and I know its been broken for the past couple of months.
