webclient: adding individual copies defaults circ OU to workstation OU

Wishlist: Web Client

If you add a single copy from Holdings Maintenance via either right-click or actions menu, the copy's circulating library will default to the workstation library. There are cases where an organization would want/expect the circulating library to default to the owning library instead.

Wishlist for YAOUS to let organizations determine whether the circulating library or owning library should be the default for item creation, while still allowing the field to be edited as it can be now.

Note that when volume + copy are added together, the copy's default circulating library does match the owning library regardless of workstation.

To replicate this behavior:

Select an existing volume on the record for an org unit that does not match your workstation OU and then select the add copies option. The circulation library for the copy will default to the workstation OU as Andrea described.

Although I agree that a YAOUS might be nice, making this a wishlist request, I do think the current behavior is a bug because cataloging staff have come to expect the current XUL client behavior where the circulation library defaults to the volume's owning library. If the new feature and setting never happen, I still think we need to revert to the current xul client behavior.

I'm setting the bug priority accordingly.
