nplan autopkgtests very unstable on amd64/i386 (AssertionError: timed out waiting for NetworkManager to settle down)

Take a look at

  http://autopkgtest.ubuntu.com/packages/n/nplan/zesty/amd64

nplan's tests are very unstable (doesn't happen on the other arches due to lack of isolation-machine support there). There seems to be a couple of common failures
