Bug Description
Steps to reproduce:
1. Create an env
2. Add nodes (do not deploy)
3. Delete an env
4. Create a new env
5. Add nodes
6. Deploy
Expected result:
Deployment starts
Actual result:
"Nodes ... are not available via mcollective" error

Sync mcollective config with /etc/nailgun_uid
The contents of /etc/nailgun_uid can be changed by nailgun agent. We need to
synchronize the change to mcollective config.
