Anacron is not executing cron.daily on startup after set time

Bug Description
I have an anacron job set to execute daily. If I leave the computer on the script is executed normally.
However, if the computer is started after the set time for anacron (7:30) then the job is never executed.
This is related to #1666875, but I can't updload the logs automatically to that other bug.

For some reason, the last month it was executed only two Fridays with one week apart.
Still puzzles me, why it works on some days. The configuration of anacron is the default.
