There should be a way to set charsets for z39.50 servers

Bug Description

z39.50 servers have a default charset, and sometimes that charset is not what the user would prefer, resulting in encoding issues. In the yaz-client, you can simply send the charset command prior to sending init (see below) to select your favorite charset. However, this configuration is not yet available in Evergreen.

$ yaz-client zcat.oclc.org:210/OLUCWorldCat
Z> charset utf-8
Z> authentication user/pass
Z> init

It would be useful to have this setting configurable for each server, since different servers have different charset abilities and libraries might have different preferences for different z39.50 targets. Thanks!
