ironic-inspector boot_mode detection is off by default, leading to user confusion

Bug Description

So e.g. inspection works in UEFI mode, but then deployment fails, as ironic expects the node to be in BIOS mode. It's a simple configuration flip, let's just do it.

    Enable boot mode detection by ironic-inspector

    Currently, inspection works automatically in all boot modes. However, deployment
    requires UEFI to be explicitly enabled on nodes. This change enables
    ironic-inspector to provide boot_mode capability based on actual boot mode.

    Note that proper UEFI support still requires flavor changes.
