Network access problem

My system is windows 8.1. After updating my stellarium to 0.15.2, I tried to update the star catalogs but the application refused to do it stating that network access is disabled. I checked and made sure that stelarium was given permission to access internet in the windows firewall even though previously I did not have an issue with access to internet for stellarium. Even with permissions for stellarium to get access through to internet, it shows "network access disabled". Antivirus application is not active and does not preclude access to this application either.
It can not access internet even if the firewall is tuned off entirely.
