Core snap stuck on initialize system

Bug Description
After the first boot is completed on Ubuntu Core 16 (credentials have been confirmed, ssh has been enabled, system obtained NTP and rebooted), the Core snap hangs during the "initialize system state".

I was also able to replicate the issue while upgrading the core snap con a prebuilt image for a raspberry pi 3.

Oh dear, sorry we didn't reply to this in a timely manner.
Things have changed enough that I don't think this happens any more, but if it does, please re-open this (set it to New again)? We're trying to pay closer attention to bugs now, at least New ones, so we catch this sort of thing earlier.
For what it's worth it does look similar to issues that we found and fixed, but without being able to debug more it's hard to be sure, so I'm closing this was Won't Fix.
