connector tool toggle buttons do not toggle

Bug Description

The "avoid/not avoid" buttons on the toolbar do not
retain their toggled status. They must remain pressed
after you pressed them, and always reflect the
avoid/nonavoid status of the selected objects (i.e. you
must watch selection, as all other tool controls do).
One of the buttons must always be pressed, except when
nothing is selected or when selection contains both
kinds of objects.

I may be wrong, but I don't see the point in having two buttons here. Since only two status are available, we could do the same with only one button.
