snapd >=2.23.1~ is missing on Xenial and Yakkety

Bug Description
It looks like linux-image-
That means no snapd version will be installable at all on yakkety and xenial.
Yet ubuntu-desktop and gnome-software depend on snapd so it can't be easily uninstalled.
