Tooltips in the Unity launcher have a wrong padding and position

Bug Description

If place the Unity launcher on the window bottom tooltips for icons have a wrong bottom padding. Also the left side tooltip can go over the left screen edge. Screenshot attached.

Ubuntu 16.10, display resolution: 3840x2160, scaling factor: 2.5.u

[Impact]

Tooltip paddings is wrong when using bottom launcher and screen scaling:

[Test case]

1. Show the launcher in the bottom of the screen
   gsettings set com.canonical.Unity.Launcher launcher-position Bottom
2. From UCC monitor settings, enable scaling
3. Move the mouse over an icon the launcher
4. The tooltips should have proper positioning

[Possible regression]

Tooltips have wrong posioning or internal paddings

I verified that 1:0.9.12.3+16.04.20171116-0ubuntu1 fixes the issue for me in 16.04: before the upgrade, with the horizontal launcher and at a high scaling factor the padding was wrong. After the upgrade, it was ok.
