SM:R3.2build30:Provision does not start and get stuck with provision issued with errors in ssl keys - inconsistently seen

1) Install SM R3.2 build 30 Mitaka SM on the box; SM comes up successfully
2) Reimage the target with Ubuntu 14-4-5; Successfully re imaged
3) Initiate provision with contrail pkg Mitaka ; Observe that provision does not start and gets stuck with provision_issued with following error on syslog of the target

4) Restart of the puppet agent resolves the issue and the provision kicks in

5) This issue is inconsistently reproducible
