[K8s]Need to have service command for contrail-kube-manager

Bug Description

contrail-kube-manager process needs to be managed through service command like another contrail process.

All contrail-status command need to be enabled on contrail-kube-manager.

- Copy supervisord and systemd related files into package
so that they will be copied to appropriate directories
