autopkgtest-buildvm-ubuntu-cloud times out in cloud-init when creating a zesty image

Bug Description

Steps to reproduce:
1/ On xenial only: Hack the hardcoded discname in the script to work around bug 1673370.
2/ run: autopkgtest-buildvm-ubuntu-cloud -vr zesty

Expected results:
A autopkgtest image is created. This is what happens for "autopkgtest-buildvm-ubuntu-cloud -vr yakkety"

Actual results:
The cloud init step times out.

This was fixed long ago in yakkety or zesty, and should work with the xenial-backports version?

There is way more than just that if you want to run autopkgtests for zesty on xenial -- I recommend to always use the backport, there's just too much that needs to be updated for changes in newer releases.
