[docs] Containers deployment guide has misleading debugging-docker-puppet-py example

Bug Description

The guide https://docs.openstack.org/developer/tripleo-docs/containers_deployment/tips_tricks.html#debugging-docker-puppet-py should note that the given example works only if ran on either overcloud or undercloud node. If one tries to use it on another host, like its dev box, it wouldn't work w/o additional dances.

The docker-puppet.py tool is only supposed to be used on undercloud/overcloud nodes
