Bug Description

OpenStack Heat does not support earlier release from mitaka and this bug is filed to squash db migration scripts which are there till mitaka release time frame.

    Squash database patches

    Remove patches up to the Mitaka release to speed up
    initial deployment and tests, as we don't support
    previous versions anymore.
