Private flavors aren't included in ec2 metadata

Bug Description

If you have an instance with a flavor that is private then instanceType of ec2_instance will be 'unknown' this is due to the flavors.list() call not including all flavors by default. Need to pass in is_public=None

IIANM Nova does not require is_public parameter to get private flavors. But this parameter is exists for admin purposes, i.e. only admin can specify it, to get all flavors within all project, not only current admin's one.

Probably this bug is related to metadata server? There such problem may be actual indeed.
