/etc/hosts is overwritten after 51-hosts is ran

Bug Description

After 51-hosts was executed, something ran and set /etc/hosts to [1]. I have not identified what did this, but it caused issues with hostname resolution[2].

To recreate this, I had a stack with 3 controllers, 2 networker nodes, 1 ceph, 1 compute, 88 baremetal. I removed all the controllers, networkers, ceph and compute (set their Count to 0). Then tried to redeploy the OpenStack Cloud, when trying to deploy, I ran into [2].
