Need to connect money.grocery entries to a staff user

Bug Description
Recently library staff have asked who applied a grocery bill to a user's account. The only linkage of any kind from a grocery bill to staff is the Billing Location field which is pulled from the actor.workstation of the user that applied the bill. It would be useful to be able to determine which staff member applied these manual bills since questions like are fairly common.
