Bug Description

If openstack_service_workers is set, only sink, mdns, worker and poolmanager Designate service will be configured.

Api and central Designate service are not configured and will be set to 4 (default value).
In an "all-in-one" config it's very helpful to minimize used resources by setting openstack_service_workers to 1.

Designate: manage Api and Central services workers

    Api and Central Designate services are not configured and will be set to
