Installing snap applications on 16.04 does not show up the application icon in the dash sometimes

Bug Description

We have a snap desktop application at:

https://github.com/ubuntu/snap-tutorials-code/tree/master/webapp-ubuntu/final/snap

It has a desktop launcher. Once it is installed on the 16.04 desktop, the application icon may not show up in the dash sometimes. A reboot is needed to make it appear.
