viewBox problems - zoom and default stroke width

Bug Description
The attached svg file was created in Dia and then
modified in Inkscape. When this file is opened in
Inkscape there are a couple of problems:
- The "Zoom to fit drawing in window" does not work.
It zooms right out to 3% with the "drawing" scrolled
off the top of the window.
- The default width for nearly every tool is 35.433px.
Which makes most of the tools behave pretty strangely
before you realise what is happening. They should have
the standard default of 1px.
The same problems will occur with any svg file exported
from Dia. The problems seem to be due to the presence
of a viewBox attribute in the top-level SVG.
