Seems this error is user-caused (at least in my case) since I was able to perform a full in-vm release upgrade and solving this bug/error by:

1. Installing these pacakges:
sudo apt-get install linux-headers-4.4.0-63-generic --assume-yes
sudo apt-get install linux-image-4.4.0-63-generic --assume-yes
sudo apt-get install linux-image-extra-4.4.0-63-generic --assume-yes

2. Removing this directory:
sudo rm /etc/udev/rules.d/70-persistent-net.rules/ -rf

3. Only then starting do-release-upgrade

Removed my bug-count
