add auth type to stackrc on undercloud

Bug Description
OS_AUTH_TYPE is missing in stackrc file on undercloud. This is needed for clients that dont default to keystone auth.

Set OS_AUTH_TYPE on undercloud stackrc
This is required for clients with default auth not set to
keystone. For example, gnocchiclient. So lets set this
explicitly. This should hurt the existing behavior for
rest of the clients.
