failed to build manila-data with centos+binary

Hi Guys,

I found failed to build manila-data image when install_type=binary and base=centos.I find it complains that RDO community hasn't build manila-data rpm at https://github.com/openstack/kolla/blob/master/docker/manila/manila-data/Dockerfile.j2

I filed a bug In RDO https://bugzilla.redhat.com/show_bug.cgi?id=1426963 , and communicated with them, they don't think manila-data need to build a seperate rpm like Ubuntu.

In fact, manila rpm http://cbs.centos.org/koji/rpminfo?rpmID=86923 has contained /usr/bin/manila-data binary.

    Enable manila-data for rpm binary

    manila-data package is included as part of
    openstack-manila installed in manila-base image.

    This change removes exit while building for rpm
    binary images.
