get wrong information while inputting "Count" creating instance

Bug Description
My version is newton. And master also has the problem.
when I create a instance, I get wrong information while inputting "Count" 16, which is beyond quota.
The wrong information is that "instance count is required and must be an integer of at least 1", which
should be the "the instance count must not exceed your quota available of 10 instances".
