Bug Description
SM: Installation fails while installing Server Manager (during reinstall) with "Cannot upgrade to Server Manger version"
1) Start installing SM (using /opt/contrail/
2) Stop the install manually, after the package download, and reaches the SM install state (this is a negative test, to check reinstall is fine)
3) Repeat step 1
4) Observe that the Installation fails to complete with following error
They have been ignored, or old ones used instead.

----> Cannot upgrade Server Manager to version 3.2.1.0-27
