Fuel 9.2 / NoVNC Error 1006 / multiple nova-consoleauth

Error Details: Horizon dashboard NoVNC page always gives Error 1006 (n times) where n is number of controllers before it connects.

Environment Details:
Deployed using fresh install of 9.2 Mirantis Fuel
3x Controller
3x CEPH
3x Rabbit MQ Detatched
8x Compute

Workaround: I stopped Nova-ConsoleAuth on two of the three controller nodes, and now there is no 1006 error.

Also, I have added all three controller nodes to /etc/nova/nova.conf under [cache] section.

Logs are reporting: /var/log/nova/nova-consoleauth.log
